In real life I wouldn't like rhyming twin names, but in a story I am fine with it. I think Tzar and Azdar are visually different enough to not get them confused. I'm just confused by the vaguely russian feel of them combined with the ultra-modern, american feel of Riley. That's kind of distracting, imo.
I wouldn't worry about a pen name until you've actually finished a story and are publishing. Is there a reason you even want a pen name?
