My friends have a baby called Evelyn and they pronounce it Eve-lyn so the Eeeeeev sound is definitely there!
On the other hand, one of my relatives was called Evelyn, but always shortened in the family to Ev, so I presume her name was pronounced as Ev-lyn. (I never met her myself, but heard about her a lot).
