I tend to prefer the ph, but I have no objection of principle to fs. I guess it`s something about the aesthetics of the p that goes below the line and the h that goes above that makes it look more balanced to me than just f. And with Josef, when I see it I automatically put the pronunciation emphasis on the second syllable because it seems more exotic, so if I want Joseph prnounced the usual English way I use ph.
