Uhm no. James and Maxwell were first names before they became surnames. They have a different history. Hadley and Ashley were never popular as first names at all, especially not for boys, before the 80s. So there's a huge difference. Please don't tell me you feel the same about a girl named James or Edward as you do about a girl named Ashley or Lindsay. The difference is huge. Oh and Hanna is a legit surname. There's a guy named this who is always on talk shows (some wildlife, zoo director guy) and then there's this guy who created The Flintstones named Something Hannah. So do you think it's splitting hairs to say Hadley is ok on a boy and Hannah isn't? Hannah has a separate history as a first name for girls that precedes surnames.
