I've only known one Charlotte my whole life (and I'm in the Southeastern United States) and that one goes by the whole name. I'd never heard of Charlie as a nn for Charlotte until I started going on name boards. I really don't think it's popular in the states - or at least, I haven't seen it once. I'd immediately assume Charlie was a boy/man - it probably wouldn't cross my mind it'd be a girl, and I bet it wouldn't cross my friends' or family's minds either.
