Raylan is probably from the chief character in the TV show "Justified":

I can't find an example of a real or fictional person with Bowen as a given name on short notice, but with similar names like Owen and Cohen being recently popular it's not a surprise that some parents would pick up on this as a "different but not too different" choice.
