It's actually not true. NO-a is not used as a name in Israel at all for men, it is pronounced like Noach there (with that deep in your throat sound). NO-a is strictly feminine. And whether you translate it as Noa or Noah simply doesn't matter. Same with Hanna, Hannah and Sara, Sarah etc. They use different letters.
