I really like Arthur, Leander and Malcolm. Ian is nice too. For the girls, I like Daphne, Rhiannon, Penelope, Rosalie and Fiona. I've especially been loving Rhiannon and Rosalie lately. My youngest dd is crushing on those two at the moment.

My favourites of your boys list are Sullivan and Malcolm.
I wanted to have two boys named Sullivan and Montgomery, Sully and Monty, but by husband was not on board.
Caius is pretty cool, but I like Kai, Makai, Kaio, and Malachi better.
Emmett and Dexter are nice, if not a little popular.
I really don't like Leander. But I guess Andy or Ander would be good nicknames.
Truman is nerdy and gutsy! My favourites of your girls list are Daphne, Phoebe, and Fiona.
I have loved Fiona for a very long long time. Fi and Fio are super cute nicknames. I also like Fiorina and Fiodora and Fiorenza and Fiametta. All so great.
Penelope and VIolet are also very nice, but again a bit popular for my tastes.

I like Arthur and Leander but the rest aren't my style. Not that that's a bad thing.
I will say that Caius would lead to spelling/pronunciation problems. Here in the UK I also think it would looks incredibly pretentious. From the girls list, I like Daphne, Penelope, Violet and Fiona.
Lorelei and Phoebe give me the creeps. I don't know why, and it's irrational. Ignore me.
I strongly dislike Norah for personal reasons - it's been ruined by a person. I also think it's very dated.
I think Rhiannon is unattractive. It looks like it should be prettier than it is. Again, ruined by personal experience - every Rhiannon I've personally met has been bratty.
I think Rosalie is quite bland. It's pretty, but it's a very BtN/name-nerd type name and is a little boring. In the real world, where it's not used quite as much, it might be less tired.

Arthur - I really like Arthur. It's a handsome name and gives the imagine of an independent guy who is pretty cool, but not in a conventional way
Leander - I like it, it has the same kind of vibe as Julian, but slightly coolerSullivan - I like the nn Sully. I like this one, but only for someone else's childEmmett - Not my style, but I can appreciate itMalcolm - I just can't get on the Malcolm bandwagonDexter - Dex is a cool nickname. I think of the guy from One Day
Caius - I just don't see it as a name for a human. I can see it on a dogTruman - dislikeIan - not a fan at all. Lorelei - I used to think this was just okay. They I met a toddler called Lorelei and thought it was really great in personDaphne - not my styleRhiannon - okay. I know a fewNorah - cute, I imagine a little girl with curly hair, and a dark haried teenager with a edgy haircut who plays guitarPenelope - I don't like itViolet - really like, it's on my listScarlett - I used to like Scarlet, not such a fan anymorePhoebe - One of my favourite namesRosalie - I like this pronounced Roz-uh-lie, but don't like it as Rosa-leeFiona - its nice enough

In general, I like your list. Sullivan and Truman are not my taste and don't really go with the other imo. However, Dexter, Ian, Arthur and Emmett are grade A.
Dexter is kinda nerdy-chic and Emmett has always been a fav. As for your gilrs, I love Daphne and Rhiannon. Penelope is my niece so I have a soft spot for Pennys (or Pennas). I do like Viola better than Violet (as the other poster suggested)... however, Violet is proably the classiest and cutest name on your list.
Fiona is darling too, but I wonder why Bianca is not on your list - it seems to fit the rest. Plus Dexter and Bianca would make an awesome sibset. Scarlett doesnt appeal to me anymore, but it is nice. Lorelei would be the name I would lose, simply because I prefer it's counterparts like Laurel or Liora.

I'd use Ian in a heartbeat, and Arthur as a mn. The others are nms, but the ones I'd remove are Emmett and Truman.I'd use Penelope as a fn and Rhiannon, Norah and Fiona as mns. I'd ditch Lorelei and replace it with Laura; also heading for the ditch are Violet (try Viola), Scarlett, Phoebe and maybe Daphne. Or make it a mn.

Boys:
1. Arthur - Love it! This is my top boys name too, I find it handsome and classic.
2. Leander - Nice enough
3. Sullivan - Too surnamey for me. Also, it's the name of the big blue one from Monsters Inc.
4. Emmett - Nice, I like it.
5. Malcolm - Not bad, but a little dated.
6. Dexter - Unfortunately, I think of the serial killer off the show Dexter and/or Dexter's Laboratory. Good name for a pet, not for a human.
7. Caius - Sounds callous and harsh.
8. Truman - Surname only. Also... Truman Show.
9. Ian - Not bad, although a little dated.I would keep Arthur, Leander and Emmett but reconsider the others - especially Dexter and Truman.Girls:
1. Lorelei - I find it hard to pronounce and a little trendy
2. Daphne - Sounds lispy and fragile, I don't like it at all.
3. Rhiannon - Nice enough
4. Norah - Gorgeous, love it
5. Penelope - Like this a lot and I like Penny as a nickname.
6. Violet - Sometimes I love it, sometimes I can only see 'violent'. Viola or Violetta are nice and avoid this probem
7. Scarlett - Hate the fact that it starts with "Scar". Also I find it a bit tacky.
8. Phoebe - Love it
9. Rosalie - Love it
10. Fiona - Love itI particularly like Norah, Phoebe, Rosalie and Fiona. I would get rid of Daphne and Scarlett.
