The first thing I want to say is that Julius is a n awesome name. Now, on to your questions:
1. Absolutely you can name your kids a month or season if your kids weren't born during it! Why can't you? Some people might think it a little strange but so what?
2. All the season names you listed are usable. Spring is the most unusual but I think most people would appreciate it.
Of your months, April, May, June, July, and August are fine, obviously. The other names function best if they have nicknames.
January could be called Jani.
Feb would be kind of a cute nn for February. So would Bru or Ary.
March is a little strange but it could work for a boy. I prefer it as a mn, however.
A boy named September could be called Sep or even Tem, I suppose. Everyone would try to call Tem Tim, though. Temmi is possible on a girl but everyone would call her Tammy at first.
I heard of a novel featuring a girl named October. Tobi is the obvious nn. October would be fine on a boy, as well.
Little November could be called Nova though I loathe that name.
December is a really tough one. Dessie is the only nn I can think of.
