Yes you can use a month/season name outside of that month/season but I don't like that. I find it a bit odd. I suppose a way to get around it would be to use it in the middle name spot and if it had special significance; e.g. little Willow July is born in December but me and her dad are born in July and it is the month we married in.I find Autumn, Summer, Winter, April, May, June, and August useable.
I like: Summer, Winter, May and June. Though June is the only one I would consider as a first name, though I would probably get to it as a nickname from Juno.Yeah, I don't see a problem with using a month as inspiration. That way you might have a Willow Julie instead, whose name is much more useable if she's born in December, but still holds the connection to the special month in question. However I think that the name should have an obvious connection to the month, not just start with the same letter or couple of letters. For example I would be more inclined to use Octavia in honouring of August because it means 8th, and August is the 8th month.
