I think it's okay! Honestly if I heard someone referred to as Jeff Phillips, and I wasn't deliberately thinking about how the name sounded, I would not even notice the F sounds colliding and I would not have any trouble distinguishing the name correctly.
If it were Joseph Phillips that would not be as okay IMO. I would hear Josa Phillips or Joseph Illips. Jeff Phillips doesn't run together "too much" because both Jeff and Phil are stressed syllables.

If you enunciated both names slowly, Jeff Phillips wouldn't sound as bad. Then again, you can't prevent others from doing so and that would bug me too. While PG with my youngest, my dh and I very briefly toyed with the idea of Jacob since my dh's name is James. The problem was that our surname begins with the letter B and it sounded pretty bad. We also eliminated other names such as Elizabeth and Rebecca for the same reason.
Is Jeffrey a family name? Would you consider using it as a mn? That way, he'd always be _______ Jeffrey Phillips and it wouldn't sound as run-on.

I would definitely try to avoid it. It would always bother me.
Jeffrey in the middle would be fine.

I don't think you need to worry about it. Even if people run the names together in pronunciation, it's still clear what the 2 names are.
I say if you like the name, go for it! It's not like the names sound like a dirty word or something together :)

Actually, Jeffrey Phillips sounds cohesive.
I have no problem with the repeated sound in this case.
I am sure people do it all the time.
If it helps, my middle name and my maiden name were spelled totally different but sounded almost exactly the same (and had the same meaning). Joy Gioia.
It was never a problem for me growing up, and most people used my middle name.

Doesn't bother me. I've seriously considered names for my kids that would have minor sound issues like that and decided it's not worth avoiding a name you love just for something like that. It's not like they're two rhyming names, which I think would be a deal breaker.

It wouldn't bother me very much, all things considered. Maybe a little bit, but not enough to be the deciding factor in whether or not to use the name.
