I like almost all of your girl names at least OK.Penelope - definitely usable and IMO not likely to become a fad. I adore Penny, but I'm not sure I would want a name that sounds the way Penelope does to my ears. It's not quite goofy, but it is definitely not regal - it seems good-humored, I guess.
Eleanor (Ella) - Ok, I'm stifling a yawn. Ella is really common.
Gloria (mn only) - a neat middle name
Joy (mn only) - kind of generic as a mn, but nice.
Noel - I'm not really on board with using it for girls. I wouldn't want to be a female Noel.
Willa - would be unusual. the sounds W and L together are nms.
Suri - Gutsy? since nobody (virtually) had heard of it before Suri Cruise. I like the name, though.
Adelaide - I've never thought it was distinctive. But it's nice.
Adya - is this AHD-ya, AHdeeya, AYDya, AYdeeya, or what? If I were taught the prn I would like this (pretty much any prn)
Britta - has a bratty air but not in an obnoxious way, more spunky. I kinda like it. I prefer plain Britt though.
Britain - it has that glottal stop, when I say it, that always kind of turns me off in names. It's not terrible but it's eccentric as a name.
Brooke - this is a good name, I like it.
Cameron - as a girl name I think it is dated. I don't dislike it, though.
Camilla - a nice classic name that I've never gotten excited for.
Claire - I'm picking up a bright, dominant vibe in your style. I like this too.
Colby - eh. just a generally more brooding air about this, and I feel like the -by ending is passe.
Cora - another nice name I've never been really into. I like Coral..
Daisy - I dislike this. It seems tacky and childish to me. I know it's kind of traditional, but that doesn't help me like it.
Ella - see Eleanor.
Eva (ee-vuh) - nice. Better than Ava. I also would like Yva pronounced this way, since Eva will be missaid as EV-uh.
Holland - this is a guilty pleasure for me! I don't like "other people surname" names but this is more of a place name to me and I think it has some appeal. It is trendy style, though.
Imogen - don't like. makes me think of the word image, and would seem bratty to me on a real kid.
Ingrid - nice.
Ivy - nice; has an unusual vibe, both aggressive and sensitive.
Joby - nms. I like Jory and Jody but Joby doesn't appeal to me. I guess it'd be fine. I can picture it.
Juliette - alright. I'm a Julia person and Juliette seems overbaked to me, but it's fine, not prissy.
Lorelei - OMG you spelled it right! Bless you for not putting "Lorelai" ... I like these sounds in theory, but IRL it's kind of hard to say, and sounds a little flakey too.
Lyla - nice. spiffy modern
Macy - OK. a little trendy/weak
Madalena - pretty.
Paige - it feels a little tweedy and starched to me, on a list like this, but I've known girls/women named Paige and thought it sounded nice.
Rory - I used to like this until I decided it sounded awful said aloud. I've seen a girl named Rory (short for Aurora)
Sabra - dramatic. nms. Usable though
Thora - I'd like this more if it didn't make me think of "thorough" - probably would not matter in real life, I think I would just like it. Boys:

Simon - feels dated and kinda nerdy.
Arlo - nms.
Edmund - clunky. heh, most of your girls names sound so alert to me, and so many of the boys seem dull to me.
Ephraim - nms.

Lucius - good.
Quinn - nms.

Raphael (mn only) - good
Reuel - ok
Shiloh - annoyingly glamourboyish seeming.
