I've only seen it as a last name (eg Mickey Rooney). As a first name, it doesn't feel like a real name; it feels like a nickname. It has a kind of silly, cutesy, decidedly informal feel to it.

Rooney Van Bell - the 'Van' part sounds like part of the last name: van Nostrand, Van Dyne, etc, Van Dyke, etc. I only realized it was meant to be a middle name when I saw the other combos.
