Honestly, I want you to have all four of these children and name them precisely these names. Wonderful, honestly.Patience Margaret Phoebe is my favorite.

Judah and Samuel work really well together and Patience and Harriet work well together, but I don't like the four names together. I think Phoebe, Lucy, Judah and Samuel works much better and the names sound better together. Actually Phoebe, Lucy, Rufus and Samson would work even better imo. Personally I like: Phoebe Margaret Patience
Lucy Mabel Harriet
Judah Benjamin Rufus or Rufus Benjamin Judah
Samuel Elliot Tristram

The only names I like there are Harriet, Mabel and Benjamin, but I think the combos are fine for siblings.

I think in general, the names go quite well together. Patience and Harriet in particular would be such a cute sister set. I do think the boys have a bit more religious undertones, particularly Judah which stands out the most to me in this set. This is not a bad thing at all, just worth noting that I think "biblical" automatically.Patience Margaret Phoebe - Nice. Honestly I'd prefer just Patience Margaret, but I understand if you want two middle names.
Harriet Lucy Mabel - Lovely.
Judah Benjamin Rufus - I don't love Judah but I can appreciate the combo. Not that you asked but I'd prefer Rufus Benjamin Jude.
Samson Elliot Tristram - Cool! I trip over Tristram a bit when trying to say it, but overall this is a nice. Elliot is such a great middle name IMO.

Patience Margaret Phoebe - Patience Margaret sounds good, but I think you need a name that starts with a vowel to get a good flow for a second middle name
Harriet Lucy Mabel - flows nicely, not my favourite names but it's nice
Judah Benjamin Rufus - not bad, Rufus does look a little out of place
Samson Elliot Tristram - Tristram too similar to Samson for me (the repeated 'am')

I'm in the UK too. I like a lot about these combos, Hattie and Samson especially. Patience is not to my own taste, but I think it does pair well with Harriet.

They're ok names but fill a bit pretentious, tbh.
