I don't think it matters because the reasoning behind the name might go far beyond what season they were born in.
Sometimes seasonal names are honoring. I would use Noel or Noelle because it honors, not because of the Christmas connection.
I would use July because my husband is named Julius (yes, he was born in July).
I think it makes much MORE sense to use a season name for a child born in that season, but it is not an imperative. Sometimes a Summer born in Winter is refreshing and a Snow born in July is unique.
