I adore this name, but I wonder if it's too 'over the top' to use with Theodora. I love the nickname Bill or Billie.

I think both Wilhelmina and Edwina are great names as a sibling for Theodora. I don't feel that they would be over the top.
Also Billie is an adorable nn for Wilhelmina/ Willemina. I also love the nn Mina.
