I don't have a problem with using Elisabeth since it is a family name and you love it. Reversing the names? Not so much, lol.
Anyway, I'm sure that sort of thing has been done plenty of times before. In fact, the Cambridges of England recently used a name twice (Louis). Of the other names, I like Ellen, Rosemary, Margaret, and Victoria best paired with the names of your other children. They have the same classic style. The other names aren't really my style although they're equally classic. The only one I really don't care for paired with the classic Anne is Joanie which is more informal. Thank you for the help, I do like the sound of Victoria Elisabeth, it sounds so classy
And yes Joanie is a nickname idea for Joan, sorry I forgot to include that, I like Joanna too but I don't think I can use another Anne/Anna name because of my oldest, at least in the first spot
