Try http://www.loc.gov/copyright. They have the rules and regulations pertaining to what can and cannot be copyrighted. I think you are thinking about trademark (like Tony the Tiger is a trademark, Winie the Pooh is a trademark, Behind the Name.com is a trademark [I think], etc.)
