Just to be clear, the two meanings quoted are for two completely different words in Sanskrit. shchand/chand with the dental -nd is a root meaning to be bright, and chanda can mean moon. chandra which also is derived from the same (and meaning moon) had a slightly stronger meaning (glowing red with passion) and may have been the origin of chanda with a retroflex -nd, which does mean fierce, violent or angry, and is one of the forms of `power' personified. She, in fact, shares the center stage in a Hindu religious movement (Shakta) from East India.The dental/retroflex divide is strong all over India, though north Indian transliteration into the Roman script does not reflect this. But, in India, it is unlikely that chanda with dental and retroflex -nd- would be confused.
