And I've been living here and studying names for four years now. ANd it's not in my Welsh dictionary either...I suspect somebody made it up as a combination of Rhyl (a place name, not a word, probably meaning 'the hill') and Phyllis (a Greek name, I believe). I'd ignore the meaning you were given, unless the person giving it has twenty years experience in Celtic Philology, and even then, if they're not Welsh themselves, I'd still ignore it. ;)
