Seavert is most likely a variant of Sievert (pronounced the same), and Sievert is a form of
Siegfried, see hyperlink
Oh and yes, Sievert is dutch, so Seavert could be too because it's pronounced the same, but i haven't seen that spelling before (though it's very logical for English speaking people to use that spelling)
