I know of a union leader, whose fn is Ninel. Obviously her parents admired Lenin.

I think that Ninel is a pretty name, though I don't like Lenin. Ninel sounds soft and similar to Nina.

I assume that Lenin would not have been accepted by the authorities, neither for girl or boy. Even though there are similar names like Lena, Lenita and Lennart.

Never heard of anyone named Nilats though.
