VoAnn could be two things, I think:
1. A "creative" form of Joanne
2. Ann with the meaningless (but pretty-sounding!) prefix Vo- added to it

I think that VoAnn could be a compile of the two names Violet and Ann. That sort of creating a new type name is not unheard of or an uncommon practice. JoAnn came about that way. I think sometimes we parents cannot decide on which name we like best for our children so we compromise.sr

JoAnn is a variation of Joanne, from Joan, ultimately from Jane. It only looks like a combination of Jo and Ann because of the random capitalisation of the 'A'.
