There are 169 living languages recorded in use in the Republic of the Philippines, although the official languages are Filipino (based on Tagalog) and English. Filipino children tend to have names with a strong Basque influence, as well.

The best thing for you to do would be to contact the Washington D.C. Embassy for the Philippines and ask someone there if they would be so kind as to give the common Filipino equivalents for "Andre" and "James". Alternately, you could give them the literal meanings of these names and ask for a translation in Tagalog.
