it isn't. Treherbert means 'village of Herbert'. Trearbour would mean 'village of the arbour'. However Trearbour might be an inherited local pronounciation of Herbert. You need to look up older forms of the street name; perhaps try A-Zs/street maps from the 50s/60s in your local library. Or ask your local librarian, who might know the answers anyway, or a local historian.
