It is a Castilian (and perhaps Səpharodic Jewish) variant of the Hebrew name Uzziel, spelled both with and without the letter "c" [Osiel] as well as with a double-s [Ossiel]. While "O" is easily interchangeable with "U" [e.g., ors & urs - meaning "bear"], the real variation is that the double-z is replaced by a Latinized "sc"\"ss" combination.
