It's a surname, it can't be a given name. Surnames starting with "de" literally means "of" in the sense of "son of", so for instance De Carlo would imply descending from someone named Carlo. De Sario looks like an indication of descendance from someone named Sario, which can be a nickname for Rosario. This seems more likely than the "Sari" theory. I doubt it would be the equivalent of Fisher, which in Italian is "pescatore" (and not very common as a surname).
