It can be feminine or masculine, and it's origins are Sanskrit, that much I know. But what is the meaning and history?

Are you sure? It is probably a Sikh (Punjabi) name, and the Sikh culture often does not distinguish between male and female names; but they also have a very high regard for the phonetic value (and, to a certain extent, alphabet mysticism) of the name. Though Punjabi arose out of the same Indoaryan stream of languages that was exemplified much earlier in Sanskrit, in the Punjabi cultural climate, it is possible to generate names with little regard for any etymological meanings, though it will often have a folk etymology.
The name Lavleen comes from the same culture, and I do not know its meaning either. I would hazard a guess that Ravleen is patterned after it, though.
In Sanskrit, Rav can mean sound, and leen can mean dissolved, or immersed. Sound is the arch-creationary principle in a lot of Indian mythology, so you could conjure up a meaning this way. But that may not have been the etymology, folk or otherwise, that the name arose from.
