I forgot to answer your basic question: What does it mean? If it is French, it means "burned." It might have been transferred from use as a last name to use as a first name. English speakers do that with some frequency, but I don't know if that is a French or Canadian custom. As to place names, there are Brule Co., South Dakota, Brule Lake, Minn., and Brule River, Mich.-Wisc. They all appear to be related to the Brule Indians, a branch of the Sioux, whose name is a partial translation for their name, which is said to mean "burned thighs."
