I believe that Gwenaëlle would be prounced "gveh-nah-EHL", wherein the final "l" is not velarised, but rather pronounced very clearly. I regret to say that this is only a guess, based upon the pronunciation of Edwige as "ehd-VEEZH", as my French professor -- Edwige being her forename -- does.

I thought the stressed syllable in Welsh was always, or almost always, on the penultimate?

Yeah, kind of. Some of these I got from other name websites, so I suppose they might not be completely correct. Although I'd hope they were!
