Where did you find this name? I can only find eight different instances in the US Census of persons listed as Ossiah, and it turns out on further investigation that at least one of those was really a mistake for Ossian.
It's a very, very rare name and without further information it looks to me like the best guess is that it's either a mistake or deliberate alteration of Biblical names like Uzziah and Isaiah.
