Both Hanks & Hodges' A Dictionary of Surnames and Reaney & Wilson's A Dictionary of English Surnames say that Steele means "steel." It could have become a surname in medieval times either for someone who worked in a foundry making steel, or from a nickname for someone who was thought to be as hard or reliable as steel.
