The index to the US Census records on Ancestry Library has 32 people named Tulip in the 1930 US Census, the latest to be released. I did not have time to check all of them to see whether or not I agreed with the indexers as to their interpretation of the census taker's handwriting, but at least the handwriting is excellent in the record for Tulip Wenzel of Saginaw, Michigan, who was 10 years old in 1930.
Ancestry Library also has a few birth records, though only a very small number of the total possible. But among what they do have are four Tulips born in California, the most recent being Tulip Lozano, born in SantaCruz on 15 Dec. 1979.
Do you need evidence of someone born more recently than December 1979? :)
