It's just Dulcie with a 'nia' suffix, common in latin feminine names.
It should be pronounced [DUHL-see-nee-ah] to my knowledge.
It is very pretty. If you want to contribute the name you need to email it to mike@behindthename.com.
Let him know gender, meaning, eytmology (where it's from, in this case from the name Dulcie), pronounciation and what people it is commonly used by, ie. English, French etc.
