I can't be sure, but I have a feeling that this is possibly a Romani name. I haven't come across it before, but it's similar to a lot of other Romani names I've encountered - very unusual names which often get passed around within a small group of connected families. There are two other people called Spizenny in the UK birth records who have the surname Smith, which was a very common Romani surname, and they were both born in Herefordshire. Do you know anything about her?

hello, The lady`s full name spizenny ann cook born 1889, she married goerge cook born 1878. I dont know her maiden name they. They are both buried at St. Margarets church. St.Margarets west hereforshire

Looks like her maiden name was probably Smith - there's a listing on Ancestry for a marriage between a Cook and a Spizenny Smith in Breconshire. There was a Spizenny Smith born in the first quarter of 1890 in the Weobley district of Herefordshire, so it would be worth getting her birth certificate if you want to know more about her. I'd say she was almost certainly from a Romani family, given the name.
