This site defines the "meaning" of names by etymology and history of those names, as the subtitle of its logo spells out. With this understanding of "meaning" all variants of a name have the same meaning, and certainly a short form Toria has the same meaning as the original form Victoria.
Of course there are other possible understandings of "meaning", e.g. in some esoteric/numerological sense; but you won't find that here.
