No, you are mistaken. Carl (Charles in English) is a Germanic name (from karl, meaning "man"). On the other hand, Caleb / Kalev is a Hebrew name, possibly from kelev, "dog". The two names are totally unrelated.
It's possible that some people named Kalev adopted Carl as their English name (and vice-versa), but there is no etymological connection between the two.
