If the meaning of the name Nicholas is Greek νικη (nike) "victory" and λαος (laos) "people", shouldn't the female name Nicole be Victory only?

No, because if Nicole were derived only from νικη (nike), it would not end with an L. It is truncated from the original, sure, but still derives from the whole name.
