If it is Latin-based, the |-a| suffix makes NAMIRA to mean "female Namirus."
The |-ia| suffix makes NAMIRIA to mean usually "daughter of Namirus," but, possibly "daughter of Namira."

No, it is not Latin based, unless you can show that the postulated name "Namirus" was used in Latin. I could not find any trace, but Namir exists as an Arabic name, and Namiria seems to be a modern (probably Afro-American) feminisation of this name. The usual Arabic feminine form is just Namira without an extra "i".
