If someone has not commented on a name yet, how do you do it? the FAQ section said to follow a link that isn't there.

As of yesterday, the comment tab still shows even if there are no comments (in which case it appears "greyed out" to indicate the tab is currently empty). Go to the comment tab to submit a new comment. The same applies to the ratings.

At the bottom of the page, there's a "Contribute" button.
Click there, then there will be a page with bullet points, the first will be:
