If I am interpreting my Dutch name dictionary (Woordenboek van Voornamen by J. van der Schaar) correctly, Doutzen is a feminine form of the Dutch male name Douwe. But experts don't agree on the origin of Douwe. It is possibly a form of David; possibly a form of Dominic; and possibly a form of Duive or Duif, medieval Dutch names meaning "dove" which were created as "translations" of the saint's name Columba.
