Just checked those two names again, and there is a difference in the Hebrew spellings. However, Rabbi Alfred J. Kolatch, author of *The New Name Dictionary: Modern English and Hebrew Names* says that the masculine *and* feminine name of Tomer is "a variant form of Tamar ".
