It would be pronounced pretty much the same as tulip. The 'w' makes an 'oo' sound so it literally breaks down as tee-OO-lip (accent on penultimate syllable) but actually probably sounds more like t-yoo-lip. However I've never actually heard the word tiwlip pronounced so it is just an educated guess based on the Welsh I picked up from my Welsh grandad. But generally when the Wlsh take a word use in English, the pronunciation stays the same but the spelling is modified to fit the conventions of the Welsh language.
