Sorry I couldn't find "Jalica", but perhaps this is a variation of the Sanskrit word "Jailekha"?
According to Maneka Gandhi, author of *The Penguin Book of Hindu Names*, the feminine name of "Jailekha" means "a record of victory" or "has been victorious many times".
