You could try...
The Social Security lists put up by Mike Shackelford...however I see you're a regular here, so you've probably been there already. Have you tried the edited version in Unusual and...something(I forget) Names at www.namenerds.com (they've combined different spellings so you get the best overall picture for name popularity)? If you try the names around the middle of the list, they probably have the level of popularity you're looking for, and since they're not listed particularly alphabetically (not till the end anyway) it doesn't feel so much like you're just staring at a big list...

for instance (and re: winter)In the list for ranking 900-1198, names which are given to between 80 and 150 girls in the whole of the US, I found the following names which might appeal to you:Oriana
Azaria
Julietta
Magdalen
Ariadne
Amaria
Adelina
Rosanna
Lucianna
CamelliaRe: Winterthe Welsh word for winter is Gaeaf, but the f is not pronounced in Modern Welsh, so you might consider Gaea (g-eye-uh, g as in god not George). It might get confused with the Greek Gaia (earth) though...
