It's just the middle bit of Petronella! Which explains the pronunciation - roo-NEL. And for the meaning, click on Petronella.

Two possibilities came to my mind:
1. A feminine form of Ronald
2. A combination of Hebrew ron "song, joy" and el "God", thus meaning "song of God" or "joy of God"
