rohz-AHL-yah is how I have heard it pronounced. I suspect people might also say rohz-ah-LEE-ah, but that seems needlessly stretched out to me.

Spanish speakers never say [rohz-AHL-Yah]. The only way i've heard this name is [roh-sah-LEE-ah].
