Podestá is a Spanish surname (never heard it as a name), comes from latin "potestas" that means "power", "rule", refering to the strong spirits over the weak one.

It seems

an adaptation to Spanish (because of the accent) in Uruguai and Argentina of an Italian surname: Podestà (with the origin and meaning that you cited).
