It seems to be quite easy to find examples of women named Philline on Google in contexts where it's unlikely people are using pseudonyms. Early on the name seems to have been somewhat associated with French Canadians. Today it seems to be associated with the Phillipines and Filipino-Americans, who probably are attracted to it out of cultural pride. So yes, it's a real name, and is probably best explained as simply being a telescoped form of Philippine. (A couple of the early census examples are of women who are listed in other records as Philippine or Philippina.)
