Serdar is not a name, it is a title. It was also used in Moldova under the Russian Empire.

I looked in my turkish-germam dictionary and i translated it in english."Serdar" means "commander/commandant"
(german:Kommandant,Befehlshaber)"Sema" means " firmanent, sphere; sky,heaven"
(german: Himmel(-sgwölbe);Luftraum)
